An electronic copy is not available. You have to pay money for it. An
official copy of the ISO C standard 9899 can be obtained from your national
standards body. I can put you in touch with the Dutch delegate if you don't
know what that organization is in the Netherlands.
The cheap solution is to buy a copy of Schildt's book which contains a copy.
The title is something like ``The annotated C standard.''
